From September 26 to 28, 2023 in Minsk within the limits of the Belarusian Industrial and Innovation Forum 2023 takes place “Forum of Innovations. Russia-Belarus”.
The event was organized on the Russian side by the Ministry of Science and Higher Education of the Russian Federation, and on the Belarusian side by the National Academy of Sciences of Belarus.

On September 26, 2023 Vyacheslav Trofimov, Director of UE “Belpatentservice” BelCCI, took part in the 1st session "Intellectual Property Russia-Belarus" of the Innovation Forum. Russia-Belarus.
During the session reports of representatives of Russian (Rospatent, State Atomic Energy Corporation “Rosatom”, Innovation Center “Skolkovo”, Moscow Innovation Cluster) and Belarusian (Republican Center for Technology Transfer, Research Institute of Physical and Chemical Problems of the Belarusian State University) organizations were heard.
The speakers shared their experience in the protection of industrial property rights objects and their commercialization.
According to the information of Gleb Kuvyrkov, Head of the International Cooperation Department of Rospatent, the beginning of functioning of the single trademark of the Eurasian Economic Union is expected not earlier than 2025.
Liana Shoranova, Advisor of the Department of scientific and technical programs and projects of Rosatom State Corporation, in her report “Management of innovations and intellectual property in Rosatom State Corporation” familiarized the session participants with the scheme of innovation implementation in the corporation, with the digital form of intellectual property representation as part of the IP-technology portfolio. The red thread in the report was the proposal to switch to supplying not technologies, and furthermore not raw materials, but high-tech products with high added value developed on the basis of knowledge.
In the speech of the representative of the “Skolkovo” fund, the mechanisms of support for startups, the benefits provided to them, the mechanism of grant support for participants of “Skolkovo”, the work of the Intellectual Property Center “Skolkovo”, the work of the platform for finding performers and customers in the field of technological services were revealed.
Alexander Uspenski, Director of the Republican Center of technology transfer, in his report focused the attention of the audience on the reason for the low share of license payments in the total exports of the organizations of the National Academy of Sciences of Belarus. The reason is that the results of Scientific and technical activities (STA), created in the NAS of Belarus at the expense of state funds, de facto belong to the state, but not to the organizations of the Academy. The same explains why the organizations of NAS of Belarus do not sell the results of STA created at the expense of state funds at intellectual property auctions, do not insure them, do not promote the creation of spin-off and startup companies with private ownership on their basis.
Yuri Nechipurenko, Head of the Scientific Innovation Center of the Scientific Research Institute of Physical and Chemical Problems of BSU, highlighted the mechanisms of commercialization of intellectual property objects of the center through the use of high-tech products in their own production, through the transfer of technologies to small innovative enterprises of BSU, through the transfer of technologies on the basis of licenses to specialized enterprises of relevant industries.
