Director of UE "Belpatentservice" BelCCI Vyacheslav Trofimov and his deputy Evgeny Pak takes part in the regional seminar "Intellectual Property - a key factor of integration in the Eurasian space" in Nesvizh on June 13-14, 2023

On June 13-14, 2023, the regional seminar "Intellectual Property a key factor of integration in the Eurasian space" was held in Nesvizh.

The event was organized by the Eurasian Patent Office, the State Committee for Science and Technology of the Republic of Belarus, the National Centre of Intellectual Property with the support of the World Intellectual Property Organization. 150 specialists from the member states of the Eurasian Patent Convention met at the discussion forum of the National Historical and Cultural Museum-Reserve "Nesvizh" - a monument of architecture of the XVI-XVIII centuries.

In his welcoming speech, Mr. Sergey Shlychkov, Chairman of the State Committee for science and technologies of the Republic of Belarus, noted that the most important task for the Eurasian region is to choose a further vector of development of integration in the sphere of intellectual property.

Mr. Grigory Ivliev, President of the Eurasian Patent Office, spoke at the opening ceremony of the seminar and moderated the section "Integration in the sphere of intellectual property within the Eurasian area".

Grigory Ivliev noted in his speech: "Intellectual property is often viewed as something secondary. Meanwhile, how can joint industrial projects be realized without determining who owns the technology, design, brand and how each party will use the rights to them? Therefore, IP is a key factor in integration".

Welcoming words were heard from Lilia Gumerova, Chairman of the Committee on Science, Education and Culture of the Federation Council of the RF, who noted the following: "Definetly, intellectual property today is a key factor for integration. It is more important than ever to better understand intellectual property, because it is present in all spheres of human life. Any sphere of social reality, any national project is an example of successful use of the results of intellectual activity".

Mr. Andrey Solonovich, deputy head of Rospatent, noted the necessity of interaction of patent offices for the development of the IP system.

The opening ceremony of the Seminar ended with the presentation of the highest awards of the EAPO. The Victor Ivanovich Blinnikov Medal "For contribution to the inventive and patent business" was awarded to the Belarusian State University of informatics and radioelectronics and director of the National Intellectual Property Center of the Republic of Belarus Vladimir Ryabovolov.

The seminar covered a wide range of issues related to Eurasian integration in the field of IP, enforcement of IP rights in the context of global challenges and economic uncertainty, development of cooperation and ensuring technological sovereignty of the countries of the Eurasian region.

The program of the event included the work of 3 sections in the following areas:

· integration in the field of intellectual property within the Eurasian area;

· functioning of the intellectual property system in the context of modern challenges;

· management of intellectual property in the Eurasian space. Practical issues.

Within the first section the participants discussed the directions and mechanisms of development of expert cooperation in the Eurasian region, international experience of optimization of examination processes by the largest patent offices and a concrete example of cooperation between the EAPO and the Intellectual Property Office of the Ministry of Economy of the Republic of Armenia.

Employees of Rospatent presented the Russian experience in the sphere of digitalization of the Office, promotion of advanced technologies, and also told about the international experience of expert interaction of patent offices and lending against intellectual property collateral.

Publishing House "Intellectual Property" represented by the General Director Ivan Bliznets took part in the regional seminar. He spoke about the role of promotional samples for business, and also introduced the seminar participants to the magazines of the publishing house.

In her report on "Legal Basis for the Formation of the Eurasian Intellectual Property Market", Galina Podrezenok, First Deputy of the National Center of Legislation and Legal Studies, suggested that it is necessary to develop a unified regional strategy in the sphere of intellectual property for the EAEU states. Among the key tasks that should be set in the said regional strategy are:

· harmonization (unification) of national legislation of the EAEU member states in the field of intellectual property;

· development of supranational mechanisms of intellectual property rights protection.

Sergey Losev, leading researcher of the Institute of Legal Studies, shared his experience in the development of the institution of compulsory licenses in the patent law of Belarus.
